Watch for:
Requests for money, gift cards, or personal info
Urgent messages threatening penalties
Suspicious links or attachments

Do not click, reply, or share personal info.

COMING SOON! AFSCME COUNCIL 31 BIENNIAL CONVENTION – OCTOBER 16-18, 2025, SPRINGFIELD, IL
Planning is underway for the 24th Council 31 Biennial Convention. We’ll be coming together at a time of great progress and even greater challenges for our union.
Every local union is encouraged to send delegates to this important gathering. No matter what kind of work your members do or what kind of problems your local faces, you will find useful information and renewed inspiration.
It’s a good idea to start planning now to make sure you’re prepared. Delegate elections should be scheduled for your August or September membership meeting. Delegate elections must be held pursuant to the AFSCME Elections Code. Alternates can be elected at the same time.
Formula for Delegates
Representation is based on the average number of members on which per capita tax was actually paid to the Council by each local union during the 12-month period ending June 30, 2025.
100 members or fewer: one delegate
More than 100, not exceeding 200: two delegates
More than 200, not exceeding 300: three delegates
More than 300, not exceeding 400: four delegates
More than 400: one additional delegate for each 1,000 additional members or fraction thereof
Your local union is also encouraged to bring other members as guests. This can be a vital way for the local executive board to recognize the work of some of your most active members and strengthen their involvement.
The Convention will be held at the Crowne Plaza Hotel.
Planning Dates
August 4: Convention Call mailed out to local unions (with indication of number of delegates for your local union)
August/September: Delegates elected
September 26: Hotel and registration deadline
It’s just a few months away—so start laying the groundwork now for your local union’s participation.
